Planning & Zoning
Goochland County’s Comprehensive Plan and the County’s zoning ordinance guide and governs development throughout the County. These plans and ordinances are administered by Planning & Zoning.
The Comprehensive Plan describes and illustrates adopted policy that establishes the general pattern of land uses including the extent and location of both natural elements [open space, parks, etc.] and man-made elements [roads, buildings, etc].

The Zoning Department ensures that development and construction occurring in the county meets all local Zoning laws. The zoning ordinance defines and regulates the specifics associated with development [permitted uses, site configuration, sub-division of property, set-backs, structure size and location, etc.]. Zoning changes and/or special land use permits must be approved by the Board of Supervisors after recommendation by the Planning Commission.
Individuals, firms, professionals, developers and property owners are encouraged to contact Planning & Zoning at 556-5860 as early in the process as possible for any planning, development, sub-division and/or zoning related matters, especially prior to applying for building permits.

Design Review Committee Back to Top
Planning & Zoning also administers the review and approval process associated with the County’s established Design Districts. Districts are located along significant County roadway corridors and also include certain development sensitive zones such as the Comprehensive Plan villages. The Design Review Committee is appointed by the Board of Supervisors and meets on an as-needed basis.
